In order to deal with a wide ranging and varied spectrum of activities the regional administration has instituted the Service for Professional Training and Work Related Issues: a staff that collaborated for the development of the employment sector of the Marche.

Identification of the needs and trends in the job market of the Marche territory

Every planning activity, that relates to the interventions directed at bettering the existing situation, have to be based on an activity of research and study. This is even more relevant when dealing with the constant permutations that occur in the world of training and employment. The Service for Professional Training and Work Related Issues has at its disposal thanks to the Agenzia Regionale Marche Lavoro (ARMAL) an Observatory of the job Market within the Region; it is therefore capable of supplying the Regional Commission for Employment orchestrating centre for the project, an evaluation and verification of the program's direction and on the active regional policies of employment.

Programming and actuation of regional strategies for interventions in the sector of professional training and the active policies in the field of employment

This activity represents the fulcrum of the Services for Professional Services and Employment Issues and involves most of the collaborators of the area.
The programming tool is the Programma Operativo Regionale (POR) that provides the guidelines for the different interventions that have to be carried out in the field of professional training and the active policies of employment in the 2000 -2006 time frame. This programme is specifically responsible for establishing the entity of the funds supplied by the European union, the State, the region and by the private organisations for the aforementioned interventions. Based on the POR and the priority guidelines that have been established in the Triennial plan for employment policies, the Services for Professional Services and Employment Issues is elaborating the Annual Plan for the Active Policies for Employment that in turn represents the specific programming tool of the service. In such a way every office is given the task of following the procedure that goes from the programming to the realisation and culminates with the final accounting of the intervention.
The first step for the realisation of an intervention - that can relate to training courses, specialisation or updating, dispensing of work or research grants, concessions of financial aid for the creation of companies, the realisation of inter-regional projects or other - is the writing and publishing of the notification that publicise the type of intervention and the qualifications required to apply. In the case of allocation of training activities the recipients are the accredited public and private training institutions that answer to the call. They are evaluated by specific commissions that will be responsible for the allocation of funds. The training institution will publish at the same time the accessibility of the courses o will advertise their activity through its chosen channels of communication.

Experimentation of pilot projects with Italian, European and non-European partners

The finalisation of a regional programme of intervention supposes the testing of some new, on a small scale at first, initiatives. It is from here that the necessity to launch pilot project arises. It is in fact the perfect opportunity to create collaborations with other Italian Regions or International Partners, who are useful for the diffusion of good practices and the creation of networks that allow growth as well constructive comparisons.

Negotiation with the European Commission and the Italian Ministry for the distribution of financial resources

As with other Italian and European regions, the Regione Marche has access to funds of the ministry of Employment and the European Commission for the creation of interventions in the area of professional training and employment. The main source of these funds is the European Social Fund (FSE), whose resources derive from:

  • 44% from the Ministry of Employment;
  • 45% from the European Commission;
  • 11% from the same Regione Marche.

The moment, in which a programming cycle of the FSE resources is set, there is an exchange of requests among the European regions and the European Commission. Generally the European Commission has an overall plan that is the same for the European Union territory, whereas the regions apply according to their necessities. The applications of the Regione Marche, within the last cycle of Structural Funds, concentrated in the betterment of accessibility to the job market for women and other subjects with higher degrees. The latter was to deal with the phenomena of intellectual unemployment.

Creation and upkeep of the quality conditions of the Regional system for training and employment

To ensure the high standard of training dispensed by the separate institutions through the regional funds, the DAFORM was created. This is a system of accreditation for training structures. The obligation of this accreditation derives from the POR that the region has enforced with its own regulation. This process allows only certain structures that meet the prerequisite to carry out training courses which award recognised credits. Before the new system was put in place there were about 800, now there are only 250 accredited structures. In order to acquire accreditation the training structure has to be evaluated. These evaluations are based capacity of thee structures to have an equal relation with the Universities and other educational structures, the possibility of being able to gage the participants satisfaction and to meet the financial prerequisites.

Monitoring and evaluating the results of policies directed at training and employment on the regional territory

To ensure that the resources are truly employed, spent and that the results are relevant to the betterment of the training system and the regional employment, the Services for Professional Services and Employment Issues constantly monitors the programmes. The regional tool that permits the monitoring of the FSE funds, and in particular the interventions that are carried out in the field of active employment policies that employ national funds with a specific destination and regional funds, is SIFORM. This IT tool, through the implementation of its data bank, permits the constant monitoring of the performance of the programme under the technical and financial aspect. This is indispensable to certify the expenses to the European Commission and to obtain the financing for the finished interventions.
Furthermore the Service employs the valuation reports that the outside companies that selected specifically for this purpose. Officials are also employed to monitor the physical progress of the POR with respect to the specific interventions.
The principal role of this activity is carried out by the Agenzia Regionale Marche Lavoro (ARMAL) that is responsible for the periodic monitoring of the job centres.

Interaction with citizens through the different and complimentary channels of communication

The daily press, periodical and specialised, radio, TV, public posters, the diffusion of promotional activities, telephone services, the web, the promotional events: these are the channels of communication that the Services for Professional Services and Employment Issues uses in order to reach an ever increasing transparency with respect to its users, be they local bodies, social entities, professional organisations involved in the offer of training activities of work, private citizens interested in the services directly offered by the Region like EURES.
Two are the tools that connect all the listed channels: the publication of a newsprint Formazione&Lavoro and the website www.formazionelavoro.marche.it.
